Bukit Gasing Development Approved: What It Means for PJ Residents and Property Owners

The new bungalow development in Bukit Gasing has sparked a heated discussion among residents in Petaling Jaya (PJ). The project, located near Jalan 5/60, Jalan 5/64, and Jalan 5/66, involves the construction of two houses on private hillside land.


Many residents have raised concerns about slope safety, transparency, and environmental impact but according to the Mayor of Petaling Jaya, the development is fully legal.

✅ What the PJ Mayor Said About the Bukit Gasing Development

Petaling Jaya Mayor Mohamad Zahri Samingon explained that:


  • The land titles pre-date Merdeka (independence),

  • The plots are outside the Bukit Gasing forest reserve, and

  • The plans received approval through MBPJ’s One-Stop Centre (OSC).

“This is private land, and all procedures have been followed,” said the mayor.

🗺️ Zoning Confirms Area Is Residential

To clarify further, a zoning map from Jabatan Perancangan Bandar dan Desa Negeri Selangor (JPBD) shows that Jalan 5/60, 5/64, and 5/66 are zoned for residential use.

This means the construction of bungalows is allowed by law, as long as all planning conditions and safety checks are met. This zoning data gives weight to MBPJ’s position that the development is not breaching forest reserve boundaries.

⚠️ But Residents & Environmentalists Say “Not So Fast”

Despite the legal explanation, many PJ residents and environmental groups remain concerned. Environmental NGO Peka organised a protest at MBPJ headquarters, calling for:


  • Immediate halt of hillside development near Bukit Gasing,

  • Full public disclosure of the development’s technical approvals,

  • Greater transparency in MBPJ’s decision-making process.


Peka warns that even legal projects can pose risks of landslides, erosion, and long-term environmental harm especially on steep slopes.
